The first reason is the minimum. Callbell publishes Chat Multiagente at $15 USD monthly equivalent per agent and Chat Multiagente Plus at USD 20, but it requires at least three agents, and the administrator counts as an agent. It also offers no monthly-renewal subscription: billing is quarterly, semiannual with a 5 percent discount, or annual with 15 percent. The shortest commitment you can sign is three agents for three months, which is $135 USD on Multiagente and $180 USD on Plus, for seats alone.
The second is that the channels are not all included. The first Facebook page and first Telegram bot carry no extra cost, but Instagram Direct is billed at $22 USD per month for the first connection, and each additional Facebook, Instagram, WhatsApp, Telegram or TikTok account costs another $22 USD per month. The advanced bot builder is a further add-on at $65.55 USD monthly equivalent. A team with two numbers and two social accounts stops resembling the headline price.
The third is WhatsApp usage, which sits on top of all of that. On the managed route, Callbell assigns a budget of $54 USD per month per ten active agents, and from September 2026 it bills that through a prepaid wallet: plan credit resets on the first and does not roll over, purchased credit does, and auto-reload is enabled by default and triggers below 5 dollars. If the wallet empties, outgoing WhatsApp messages may stop while inbound messages keep arriving. Its own meters run against that wallet: 0.01 USD per active interaction, 0.0336 USD per marketing template to Mexico, 0.0094 USD per utility template and 0.02 USD per contact successfully reached in a campaign.
The fourth is that the AI has a separate wallet. Agent-generated messages spend a different balance, shared across agents, channels and numbers, and the cost varies with context and configuration: no universal per-message price is published. Callbell grants 5 dollars of initial credit, accepts top-ups from 1 dollar, and estimates that 5 dollars covers roughly 4,000 simple-agent messages or about 300 complex ones, which are examples rather than an allowance. When the balance reaches zero, the agent stops replying and the flow takes its error route.
The fifth is the exit. Callbell S.A.S. is a French company; its Spanish rate card offers dollars and euros, not pesos, and its terms default to euros excluding VAT. We found no Mexican entity, peso tariff or CFDI commitment: it does not publish one. The subscription auto-renews, cancellation notice is required at least seven days before renewal, cancellation takes effect at the end of the prepaid term and there is no refund. And migrating your WhatsApp number to another provider carries a published administrative procedure of 299 EUR.

Tradeoff: Growth is $1,049 MXN per month with 500 monthly active contacts and Pro is $2,099 MXN with 1,000; at the limit, broadcasts continue but new interactions that consume active contacts pause. WhatsApp templates are billed separately per delivered message. Its terms name a Hong Kong entity and we found no public statement about Mexican CFDI.

Best for: A Latin American support team looking for the cheapest inbox on this list, with three included users, no published limit on contacts or chats, and the option to start on WhatsApp through a QR connection instead of the official API.
Tradeoff: USD 49 per month on Plan BASIC with three users and one connection; Plan PRO is $109 USD per month and each additional connection is billed separately. AI features require tokens bought directly from OpenAI, with no published per-conversation allowance. Its entity is American and it publishes no Mexican CFDI commitment.

Start with the number, and here Callbell has a tariff. Its terms publish an administrative procedure to migrate the WhatsApp line to another provider for 299 EUR, and describe asking the current provider to release the line and disable two-step verification. Get that figure and that procedure in writing before signing with the replacement, not after.
Next, secure the data. Callbell documents contact export in CSV and JSON, with an email notice when the file is ready and expiry after five days. Download the file the same day, check that it carries custom fields, tags and recent records, and keep a copy outside the platform. An expired link mid-migration costs a week.
Then read the contract calendar. The subscription auto-renews, cancellation or change notice is required at least seven days before renewal, cancellation takes effect at the end of the prepaid term and there is no refund for cancelling early. A page written in Spanish that mentions Latin American support is not the same as a Mexican tax document. If your accounting requires one, ask for a written answer before paying the first quarter, because after that the subscription is prepaid and non-refundable.
