An honest frame
Meta is strong when you only need repeated WhatsApp questions answered: it sets up under Tools with no code, learns from your published sources, recommends products, books and hands off to a person. Meta says getting started is free.
It does not publish a country eligibility list, free-tier limits, or prices, currencies and periods for its announced subscriptions. Instagram remains a staged rollout.
When is Meta Business Agent enough, and when is Eva needed?
Meta fits when you receive repeated WhatsApp questions — hours, location, stock or shipping — and want answers from the app. Meta publishes two Mexican examples of that type: a guitar maker in Sonora and a small studio in Monterrey.
You can set tone and instructions, rewrite answers, choose who gets a reply and flag topics for a person. You can also enter the thread, adjust the agent or switch it off. Meta publishes those in-app functions as free.
The difference starts when the answer requires a changing record. Meta recommends products and gives prices and shipping from catalog and price lists, but does not publish a prior record check. Eva searches up to 25 candidates and pulls the verified detail before quoting.
Verify eligibility first. Meta limits activation to eligible businesses in select markets, and its developer documentation asks you to confirm the phone number through its eligibility endpoint. Mexico has named deployments and a waitlist at the same time.
What does Meta's free start cost, and what does Eva cost?
There are two routes. Meta says starting in WhatsApp Business is free. Its Meta Business Agent Platform is configured through APIs and, from 1 August 2026, charges $2 USD per million tokens per delivered agent message; that covers processing and delivery.
Meta estimates 20,000 to 25,000 tokens per message, or $0.04 USD to $0.05 USD. A four-message simple question costs $0.16 USD to $0.20 USD; a ten-message, 250,000-token complex interaction costs $0.40 USD to $0.50 USD. Those are examples, not fixed prices.
Eva bills credits. Each reply spends one; messages from your customers and team spend none, and a campaign spends one per ten sends. Essential includes 5,000 credits from $191 USD monthly on an annual plan ($229 USD month to month); a 1,000-credit top-up costs $49 USD.
Meta enterprise billing is monthly through a credit line. Card support targeted September 2026 and was not live on 28 July 2026. Sixteen billing currencies are enabled; non-USD accounts convert at daily FX.
Meta announced paid subscriptions for coming months without names, prices, currencies, periods, allowances, overages, discounts, taxes or a date. Getting started free does not mean free forever.
What happens outside Meta's surfaces?
Meta's non-template messages only reply inside a 24-hour service window, which opens or resets when the user writes. The agent cannot start contact outside that window.
Eva follows up in up to five steps with delays up to 180 days, each a full agent turn. Outside WhatsApp's window it needs an approved template; on Messenger and Instagram it skips with a visible event.

Eva Pay creates SPEI links in pesos and Facturapi issues CFDI when the tax profile and charge qualify. Meta's enterprise route can connect APIs and webhooks for orders, booking and payments; that requires development.
Eva Pay V1 takes only SPEI transfers in pesos, not cards, and does not itself send payment confirmation. Meta also warns of limited availability and future paid subscriptions without a published price.
What does Meta Business Agent not publish?
Current pages say Meta Business Agent and earlier announcements say Business AI; Meta published no equivalence. It also publishes no universal Mexico or Latin America availability, country list or universal Instagram access; Instagram remains waitlisted.
Plan names, prices, currencies, periods, allowances, overages, discounts, taxes and contracts are absent. There is no price per user, device or agent, nor published free limits for messages, conversations, files, catalog size, retention or agent count.
Its enterprise policy also conflicts: rendered documentation excluded seven verticals and named no countries, while official Markdown listed five permitted verticals and 182 countries. Meta asks buyers to confirm eligibility first.
Meta says more than one million businesses used an agent on WhatsApp and Messenger in June 2026, more than one billion business threads were active daily, and more than one million weekly Business AI conversations ran across Mexico and the Philippines in January 2026. These claims are unaudited.

Is Meta's agent free forever?
Meta did not say that. Its exact wording is that getting started is free, and the same paragraph announces paid subscription offerings in the coming months with options for businesses of every size. No names, prices, currencies, periods or start date are published for those subscriptions. Treat the free access as launch pricing rather than a guarantee, and check that page again before you move your whole operation onto it.
Is it available in my country and my language?
Meta does not publish a country-by-country eligibility list, and it does not publish a supported-language list for the agent either. What it does publish is that activation is limited to eligible businesses in select markets with more markets coming, and that a specific WhatsApp Business phone number must be confirmed through its eligibility endpoint. That check takes minutes and is the only reliable answer. Eva has no public self-serve signup anywhere, so onboarding runs through us in either case.
Can I run Meta's agent and Eva at the same time?
Understand how Meta counts before you try. Its documentation says a non-template reply is charged either as a Business Agent message or as a service message, never both, and that replies written by a human or by third-party AI are service messages. In practice one of the two owns a given number: if Eva answers, that reply is not a Meta Business Agent message. What does work is keeping Meta's agent on one number and running Eva where you need catalog quoting, payments and long follow-up.
Which one quotes from my catalog and takes the payment?
Both use your catalog, but not in the same way. Meta publishes that its agent learns from your catalog, product details and price lists, and that it recommends products and gives prices and shipping information. Eva loads the catalog by file or API, returns up to 25 candidates and pulls the verified product record before quoting price or stock, answering only with the fields you marked visible. On payment, Eva creates SPEI links and issues Mexican CFDI invoices; Meta's enterprise route can confirm payments only through APIs you build yourself.
