Twilio is a messaging API provider, not a ready-made chat product. Its rate card charges for moving each WhatsApp message and leaves out the inbox, the agent, and the CRM, which the business builds or buys somewhere else.
This guide uses Twilio's public WhatsApp rate card, the Conversations API and Flex pricing pages, and the Meta rate file Twilio links from its own pricing page, all checked on September 16, 2026; the WhatsApp per-message fee was read again on September 17, 2026. Figures stay in USD. Eva is our product and appears in one price line above and in a comparison at the end.
How much does Twilio cost for WhatsApp in 2026?
Twilio charges 0.005 USD for each WhatsApp message received and 0.005 USD for each message sent, plus 0.001 USD for a message that ends in failure. Conversations API leaves the first 200 monthly active users free, then bills tiers starting at 0.05 USD per active user.
The WhatsApp rate card is pure usage: no minimum subscription and no published annual-equivalent discount. Conversations API states that no subscription or commitment is necessary, and it counts active participants once a month by identity or address, which are not necessarily your employees.
At real volume the sum matters more than the unit rate. A back-and-forth conversation pays transit in both directions, and Conversations storage starts at 0.25 USD per GB per month. Twilio states its rate card is current to August 2026 and sets its product prices in US dollars.
| Item | Published price | Unit |
|---|---|---|
| WhatsApp message received | 0.005 USD | Per message |
| WhatsApp message sent | 0.005 USD | Per message, plus Meta's fee |
| Message that ends in failure | 0.001 USD | Per processed message |
| Conversations API, 201 to 5000 users | 0.05 USD | Per monthly active user, first 200 free |
| Conversations API, 5001 to 10000 users | 0.0475 USD | Per monthly active user |
| Conversations API, 10001 to 20000 users | 0.045 USD | Per monthly active user |
| Conversations storage | From 0.25 USD | Per GB per month |
How do Meta's template fees add up on top of Twilio?
Meta's template fees are added to Twilio's own rate and passed through to the customer. For Mexico, Twilio's file records 0.0305 USD per delivered marketing message through 30 September 2026, and Meta's official card raises it to 0.0397 USD from 1 October; utility and authentication stay at 0.0085 USD.
Since July 2025 Meta's billing unit is the delivered template, not the old 24-hour conversation. Twilio links that rate card and asks buyers not to treat conversations as the current unit, so any budget still counting conversations is measuring something that is no longer billed that way.
On 16 September 2026 Twilio documented that inside the 24-hour window opened by an inbound message Meta charged neither free-form messages nor utility templates. From 1 October 2026, under Meta's official rate card, utility templates inside the 24-hour window cost 0.0085 USD per delivered message in Mexico and service messages are free up to 1,000 per phone number per month. No Meta free window removes Twilio's own processing fee, which applies in each direction regardless.
The official file also keeps a list-rate-limit field per category. That field is not an included quota, and we did not verify every marginal volume rate beyond it, so ask for your own scale before projecting a large campaign.
| Template category, Mexico | Meta fee per delivered message | On top |
|---|---|---|
| Marketing, through 30 September 2026 | 0.0305 USD | Plus 0.005 USD from Twilio |
| Marketing, from 1 October 2026 | 0.0397 USD | Plus 0.005 USD from Twilio |
| Utility outside the free window | 0.0085 USD | Plus 0.005 USD from Twilio |
| Authentication | 0.0085 USD | Plus 0.005 USD from Twilio |
What does a business still need after buying Twilio?
Twilio is an API provider, not a chat product that is ready to sell with. The per-message rate brings no inbox, no agent, and no CRM of its own: its contact center is Flex, which is contracted separately from 35 USD per active user per month.
Flex publishes three billing modes and does not allow mixing them: User + usage from 35 USD per active user per month, Named user from 150 USD per named user per month, and 1 USD per active user hour. Named billing counts the month's maximum users, administrators included, and generally without proration.
There is also engineering work that no rate card prices: somebody has to build and maintain the application that receives Twilio's notice of each message, stores history, and decides what to answer. Twilio offers separate AI products, but the reviewed documentation does not prove a commercial CRM included in the 0.005 USD rate.
Two operational limits are worth knowing first: each Twilio account or subaccount works with one WABA, and standard registration of a number already used in the WhatsApp app requires deleting that WhatsApp account. We verified no coexistence exception with the app.
What should you check before signing with Twilio?
Before signing with Twilio, confirm five things: who builds and maintains the application, which Flex mode and term you are buying, the cost of a Mexican number, whether you can keep your number in the WhatsApp Business app, and the billing currency.
Ask for each point in writing, with the figure and the date, and model a busy month using your real mix of marketing, utility, and authentication templates. Unit rates are easy to compare; the monthly total is what decides the purchase.
| What to confirm | Why it matters |
|---|---|
| Who builds and maintains the application | Twilio ships APIs, not a finished inbox or agent |
| Flex mode, term, and minimums | The per-user contract is confirmed; term and negotiated minimums are not published |
| Mexican number rental | We did not verify the Mexican number rate or the cost of extra senders |
| Keeping your current number | Standard registration requires releasing the number from the WhatsApp app |
| Currency, tax, and invoice format | Twilio prices in USD, with no MXN rate or CFDI invoicing verified |
How does Twilio compare with Eva?
Twilio sells the connection per message and you build on top; Eva arrives with the agent, the inbox, and the CRM included. Eva costs $191 USD per month on an annual plan or $229 USD month to month, with 5,000 credits and 5 users on Essential.
Twilio wins when you already have a development team and want messaging inside your own application, with full control of the code. Eva wins when the business wants the conversation to finish commercial work without building anything: query the connected catalog, quote, book, collect payment, and record the opportunity.
EvaAI publishes this page and sells Eva, so check Twilio's own sources before deciding. EvaAI serves businesses in any country and any industry, and Eva's prices come from its official price list, not typed by hand. Meta's template fees are charged separately either way.

FAQ
How much does one WhatsApp message cost with Twilio?
Twilio charges 0.005 USD per message sent and the same rate per message received. Meta's template fee is added when it applies: in Mexico, 0.0305 USD per delivered marketing message through 30 September 2026 and 0.0397 USD from 1 October 2026, plus 0.0085 USD for utility and for authentication.
Does Twilio include an inbox for my team?
Not with the per-message rate. Twilio is an API provider, and its contact center, Flex, is contracted separately from 35 USD per active user per month, in modes that cannot be mixed. The reviewed documentation does not prove an included commercial CRM.
Does Twilio require a minimum subscription?
The WhatsApp rate card is advertised as usage-based, and Conversations API states that no subscription or commitment is necessary. Flex is the exception: its per-user monthly billing requires a contract, and its minimum term and negotiated minimums are not public.
Can I keep my current WhatsApp Business number with Twilio?
Documented standard registration requires deleting the number's WhatsApp account before using it on Twilio. We verified no coexistence exception that keeps the app working on the same number, so confirm it before moving your main business line.
