How much does WhatsApp Business API cost in Mexico in 2026?
From October 1, 2026 Meta charges USD 0.0397 (MXN 0.7298) for every marketing message delivered in Mexico and USD 0.0085 (MXN 0.1565) for every utility or authentication template, including the utility templates inside the 24-hour window that are free today. Service messages stay free up to 1,000 delivered per phone number per month, and everything inside the 72-hour free entry point window opened by a click-to-WhatsApp ad stays free too.
WhatsApp Business API pricing in Mexico changes on October 1, 2026: Meta raises the marketing rate and starts charging for two deliveries that are free today. This guide puts the before and after amounts side by side so you can rebuild the budget with the message mix you actually send.
Every amount comes from Meta's official rate cards linked from its pricing documentation, downloaded on September 17, 2026, and each file carries its own effective date. These are per-delivered-message amounts, before tax, and before whatever your provider charges on top.
What changes on October 1, 2026 in Mexico?
Three things change: marketing rises from USD 0.0305, in force through 30 September 2026, to USD 0.0397, and from MXN 0.5614 to MXN 0.7298; utility templates inside the 24-hour window stop being free; and service messages stop being unlimited. Utility and authentication keep their list amount.
The change starts on October 1, 2026 at 12am in the timezone configured on the WhatsApp Business Account, not at midnight in Mexico City. If your account sits in another timezone, that day begins a few hours earlier or later than you expect.
The billing unit does not change: since July 1, 2025 Meta charges per delivered template message, by template category and by the country of the number receiving it. What October changes is which deliveries fall inside that charge.
For most Mexican accounts the hit is not the marketing increase but the two deliveries that become billable: the utility template that is free today because the customer wrote first, and the service messages beyond the monthly allowance. If your operation is support rather than broadcast, that is where the new invoice comes from.
Meta publishes the Mexico card in dollars and in pesos. Which one appears on your invoice depends on your account configuration and your provider, and the public cards do not settle that.

What stays free, and how does the 1,000 service message allowance work?
Every WhatsApp Business phone number keeps one shared allowance of 1,000 delivered service messages per month, with no rollover into the next month. Above that allowance, each service message delivered in Mexico costs USD 0.0085 (MXN 0.1565). The 72-hour free entry point window stays free for delivery.
A service message is the free-form reply, with no template, that your team or your agent sends inside the 24-hour customer service window a customer opens by writing first. Those replies carry no per-message charge today; from October they do as soon as the number passes its monthly allowance.
An example, using arithmetic on the official rate: a number that delivers 3,000 service messages in a month has 1,000 inside the allowance and 2,000 to pay for. The sum is 2,000 times MXN 0.1565, which is MXN 313.00, or 2,000 times USD 0.0085, which is USD 17.00. It is an example so you can redo the multiplication, not an estimate of your usage.
The allowance belongs to the phone number, not to the account or the conversation, and it is shared across all of that number's service messages. Meta also publishes no volume tiers for service, so the per-message amount is the same however many you deliver.
The 72-hour free entry point window opens when somebody arrives from a click-to-WhatsApp ad or from a Facebook Page button and the business replies. That delivery stays free after October, and it is the only free door with no monthly cap.
What does it cost in the rest of Latin America and in Spain?
The price depends on the country of the number receiving the message, not on where your company is. In October 2026, only two of the markets in this table move: Mexico raises marketing, and Peru raises utility and authentication from USD 0.0200 to USD 0.0300 per delivered message.
Meta publishes every market in dollars and, in several countries, in the local currency as well. The two rows of one country are the same card in two currencies, not two rates you can choose between. In cells with two amounts, the first is in force through 30 September 2026 and the second from 1 October.
From October 1, 2026, a service message delivered above the monthly allowance costs the same as utility in that market on the October card. Before that date, service delivery is free in every market.
North America is Meta's combined United States and Canada market. Rest of Latin America is the residual market for countries without their own card, and it publishes no local currency.

Are there volume discounts?
Yes, but only on utility and authentication. Marketing has no tiers, and neither do service messages. The tiers are marginal: the discount applies to the messages falling inside each range, not to the whole month, and utility and authentication are counted separately.
The table below is Mexico's utility ladder, with the same thresholds on the July card and the October card. The list rate covers the first million delivered messages a month, and from there the amount steps down to twenty-five per cent off.
Authentication thresholds start far earlier: the list rate covers up to 250,000 messages a month, and the next tiers begin at 250,001, 1,000,001, 3,000,001, 5,000,001 and 10,000,001 messages, with the same five, ten, fifteen, twenty and twenty-five per cent labels.
For a normal Mexican company this is context rather than a lever: the tiers begin at volumes almost no operation reaches. If your case is mass authentication, the second tier is worth checking.

How does your provider pass Meta's fee on?
Each provider decides whether it passes Meta's fee through at cost, adds its own fee, or folds everything into a single per-message rate. What follows are the sentences each provider publishes about its own fees, read on September 17, 2026. They are evidence of what that provider charges, never of Meta's amounts.
Always ask two things in writing: whether Meta's fee reaches you at cost or with a margin, and what the provider charges on top per message or per conversation. Two platforms with the same subscription can leave very different invoices once you deliver a hundred thousand messages.
Watch the unit. Meta charges per delivered message, while some providers charge per conversation. Zoko, for instance, publishes conversation charges on top of Meta's rate, with an allowance included on the higher plans; that unit does not compare line by line with Meta's.
Wati, ManyChat, Leadsales and Infobip publish no verifiable markup or per-message fee, so this page does not say what they do with Meta's fee. Ask each of them in writing before you compare totals.

What an agent does change is the mix. Eva documents that reopening a conversation outside the WhatsApp window requires an approved template, and those templates are precisely the deliveries Meta charges for. An operation that answers quickly inside the window uses fewer templates than one that reopens conversations three days later.
Under the October rules, two of your own numbers matter more than any platform price: how many utility templates you send inside the 24-hour window, because they stop being free, and how many service messages each number delivers per month, because the first thousand stay free.

We found no announcement of a mandatory migration to pesos in Mexico: the localisations Meta did announce with dates are Brazil and India.
