How do you send bulk WhatsApp messages without risking your number?

There are three legitimate routes for sending the same message to many customers: the app's classic broadcast list, free and capped at 256 contacts who must also have you saved; paid Business Broadcasts inside the app, where Meta offers them; and template campaigns through the WhatsApp Business Platform, paid per delivered message.

How to send a thousand messages at once is one of the most-searched questions around WhatsApp, and the short answer is: you can, just not the way most people try. Modified apps and unofficial bulk services end the same way, with the number banned and the chats gone.

Here are the three routes that do work, their real limits and the part almost nobody talks about: what happens when customers reply.

The app's classic broadcast list

In WhatsApp and WhatsApp Business you can build broadcast lists of up to 256 contacts: you write once and each person receives it as an individual message, without seeing each other. The condition almost everyone discovers late is that only contacts who saved your number receive it.

That 256 cap and that saved-contact condition belong to the classic free broadcast, not to the other two routes: applying them to everything is a common mistake. For a small business with loyal customers who do save you, it works and it costs nothing. For a base of hundreds or thousands who never saved you, it simply does not reach them.

The two paid routes: broadcasts in the app and templates on the Platform

The first is recent and few people know it: Meta offers paid Business Broadcasts inside the WhatsApp Business app itself, for eligible businesses and markets. They suit whoever wants to run campaigns without leaving the app or hiring a platform; availability and price depend on your market and your eligibility, so check them in your own account.

The second is the serious route for volume: Meta-approved template messages sent from the WhatsApp Business Platform, which reach any customer who agreed to receive them, saved or not. Since July 1, 2025 Meta charges per delivered template message, based on the template category and the recipient's country; prior consent is still mandatory.

And here is the fine print that saves grief: an approved template plus the customer's consent gives you permission to send, not a guarantee of delivery. Delivery depends on your messaging limits counted in distinct recipients, on each template's quality rating, on the pace at which Meta releases sends and the pauses or disablements it applies when quality drops, on the cap of marketing messages each user can receive, on your business portfolio's messaging limits, on the message's validity period and on the conditions of the recipient's phone and network. Segmenting and writing something customers want to receive is not politeness: it is what keeps quality up and the channel alive.

After the send, where it is won or lost

A campaign that works produces dozens or hundreds of replies within minutes: price questions, size questions, shipping questions. If nobody answers them in time, the campaign paid to open conversations that cooled on their own, which is the most expensive way to advertise.
